Three years after advertising posts in 39 specialties, authorities at Sher-e-Kashmir Institute of Medical Sciences (SKIMS), here, continue to fail in addressing shortage of doctors at the premier tertiary care institute.

On Tuesday the institute issued three promotion lists as per ‘assessment merit promotion scheme (AMPS)’. As per the lists, at least 26 assistant professors have been promoted to the grade of associate professors, 18 associate professors to the level of additional professors and 20 additional professors as professors.

But despite completion of interviews in all the 39 specialties over a month ago, the selection list for faculty positions (direct recruitment) was again held back much to the chagrin of hundreds of aspirants who have hinged their hopes on the vacancies at the premier institute.

A source at the SKIMS alleged that the selection list was being deliberately delayed due to apprehensions that the selections made by the apical selection committee may be legally assailed. 

“Many of the selections did not stand scrutiny of the authorities at a recently convened meeting.  Now, SKIMS is trying to devise a way to minimize the chances of the entire selection being called in question before the court,” the source said.

The SKIMS faculty interviews had come under scanner in August last when the administration had changed the selection rules midway the process, without getting the mandatory approvals from the academic committee, the dean's committee and the governing body. Following the fiasco, heads of over 20 departments of SKIMS had approached the government expressing their resentment over the “flawed process”.

Another source at SKIMS said that the chief secretary J&K, who is the chairperson of the apical selection committee, “distanced” himself from the selection process in view of the “hazy” selection process. 

He said the chairman governing body recently ordered axing of one of the selection committee members after “surfacing of the flaws in the selection process”.

In March, SKIMS authorities had stated that the entire selection process would be “completed in a week”. 

Director SKIMS, Dr Omar J Shah refused to comment on the alleged discrepancies in the selection. He said that the process was underway and in its final stages. “All lists would be out in a week or ten days,” he said.

Meanwhile, the delay in completing the selection process has hit work in different departments. At the medical oncology department, a single doctor is available for provision of patient services. Similarly, Nuclear Medicine department that takes care of the much fancied PET scan has only one faculty member. A source said at other departments too, the shortage of faculty members has been telling upon the patient care.

“Trainees and junior doctors at the institute are entrusted with major responsibilities, in absence of adequate number of faculty members,” the source said.
