JK facing shortfall of 1621 health centres: Audit report

Jammu and Kashmir is facing dearth of 1621 health centres which is affecting the healthcare in the state, an internal audit report of health department has revealed.

A manpower audit report of health and medical education department 2018 has revealed that according to Indian Public Health Standards (IPHS), recommended by the union ministry of health and family welfare, there is shortfall of 1621 health centres in the Himalayan state of JK.

The deficiencies of healthcare centres are categorized in three categories: sub district hospitals, primary health centres and sub health centres. According to the report, there is shortfall of 69 sub district hospitals in JK. Out of total requirement of 159, only 88 sub district hospitals exist.

As per IPHS, population norm for establishing sub district hospital is 1, 20,000 souls in plain areas, and 80,000 souls in hilly areas.

In primary health centre category, there is dearth of 222 PHCs. Against total requirement of 628 centres, just 406 PHCs exist on ground. IPHS has fixed population norm for establishing PHCs at 30,000 persons in plain areas and 20,000 in rural areas.

Similarly, there is shortage of 1336 sub centres against the requirement of 4183 centres in JK. The population norm for opening a sub centre is 5000 persons in plain areas and 3000 persons in hilly areas as per IPHS norms.

Deficiency of healthcare centres has taken into consideration the population of J&K state as per the Census, 2011, which is 125.49 lakh (Projected Population for 2018=143.24 Lakh).

“Three out of the 10 districts in Kashmir Division i.e. the new districts which were created in the year 2007 by upgrading the existing sub-districts, namely, Bandipora, Ganderbal and Shopian still have SDH level sanctioned staff strength as district level staff was created for only 01 New District i.e. Kulgam in the Kashmir division,” the report reads.

Out of 826 sanctioned new sub-centres, 640 sub-centres have been set up partially till date by engaging one auxiliary nurse midwife (ANM) per sub-centre from NHM side. “However, as per the IPHS norms, the Essential Staff for Sub-Centre includes 01 ANM/Female MPHW and 01 Male MPHW and one Safai-Karamchari. Moreover, no casual worker could be engaged for these new sanctioned health institutions due to ban on appointment of casual laborers,” the report adds.
