SHRC issues notice in Ubaid’s death case

The State Human Rights Commission (SHRC) has sought a detailed report from SSP Baramulla, the principal GMC and the medical superintendent SMHS hospital on the death of a Baramulla youth. 

Ubaid Manzoor Lone, a student, from Nadihal village of Baramulla was injured on 25 June 2018 in the firing by the BSF (Border Security Force). He succumbed to his injuries on Tuesday at SKIMS, Soura.

The family of the deceased youth has alleged medical negligence by the doctors of SMHS hospital where he was brought for treatment.

Member SHRC, Dilshada Shaheen on Wednesday issued notice to the hospital authorities and the SSP Baramulla on a petition filed by chairperson International Forum for Justice and Human Rights, Ahsan Untoo in this regard.

Quoting one of his cousins, the petition reads, “We got down from a passenger vehicle. We saw a cavalcade of BSF vehicles passing by. A few youth were throwing stones at the vehicles in general. They were few in number and stone throwing wasn’t intense, but still the BSF personnel fired on the youth. We saw Ubaid falling on the road; he had a bullet wound in the thigh.”

The family has alleged medical negligence by the doctors. “Manzoor Ahmad, Ubaid’s father said that doctors at Srinagar hospital acted carelessly, and my son could have been saved, as he didn’t have injury in the vital organ,” the petition reads.

“When he was first shifted to SMHS hospital, the doctors didn’t attend to him. He had lost lot of blood. The family arranged 30 pints of blood, but the doctors at the SMHS hospital, instead of treating the patient shifted him to Bone and Joints hospital,” the petition reads.

“At Bone and Joints hospital, he was referred to SKIMS, but the doctor at SKIMS said that his injury is not critical and shifted him back to SMHS hospital. Precious time was lost in shifting him from one hospital to another and he slipped into coma. The doctors at SMHS, again, shifted him to SKIMS where Ubaid was battling for life and on Tuesday he succumbed to his injuries.”

The petitioner has sought appropriate orders for proper investigation into the death of the youth and a direction upon the authorities to compensate the family.
