PDP, BJP MLCs accuse Agriculture Minister of inefficiency

Peoples Democratic Party MLC Surinder Kumar Chowdhary on Tuesday exchanged heated argument with Minister for Agriculture Ghulam Nabi Lone Hanjura over unsatisfactory reply of a question regarding ‘bungling’ in Sher-e-Kashmir University of Agricultural Sciences and Technology Jammu.

Surinder Kumar Chowdhary asked some question to government on ‘bungling’ in setting up e-studio and mega seed unit, ‘misuse’ of funds allocated for land acquisition, purchase of computes in SUKAST-J.

Replying to the member, the minister informed that the University has constituted a committee to ascertain the reason for non-functioning of e-kiosks and other issues raised by MLC.

He however informed that final award of 3594 kanals and 9 marlas was issued by Collector Land Acquisition Jammu to SKUAST-J for Rs. 21.64 crore for land at Rakh Chatha, Shahzadpur, Gujran and Chatha. The state government released Rs. 18.77 crore in favour of University for land acquisition of which Rs. 17.60 crore was placed at the disposal of Collector Land Acquisition, Jammu and balance amount of Rs. 1.17 crore remitted to Agriculture Production Department for keeping under Civil Deposit.

The Minister said that an amount of Rs. 7,15,80,569 has been disbursed to 238 families as per record furnished by Revenue Department. The remaining funds are lying with the Collector Land Acquisition, Jammu and land compensation has been paid to 238 families and 37 families are left as per the record of the Revenue Department, he added. 

Raising a supplementary, Chowdhary said, “There is lot of confusion in government’s reply”.

“I raised this question in last session (2017-18) also, the reply was different then but government assured that a correct reply would be tabled within a week but a year has passed, we are still waiting for the reply,” he said and added that the minister also assured the house that inquiry committee will soon submit it reports but it was also not done.

The MLC further said, “It’s very important issue.” He was supported by BJP’s Vibod Gupta.

“The government has no control over this university. It was formed to benefit farmers but unfortunately only blue eyed are being promoted. It has become hub of mismanagement,” BJP MLC Gupta said.

Both Gupta and Chowdhary vociferously raised voice for constitution of house committee and refused to settle beyond that.

After noise of 20 minutes, chairman Legislative Council Haji Anayat Ali announced a House Committee to ‘enquire into the alleged lapses.’
