The directorate of school education for Kashmir division has refused to respond to a formal request for information under RTI Act, raising questions about transparency in the department’s workings.

The application was filed on September 17 by an RTI activist, Raja Muzafffar Bhat with the public information officer (PIO) of the department.

But, his queries have remained unanswered despite the passage of one month within which time period it is mandatory to respond to applications filed under the RTI Act.

“I filed this RTI on September 17, but till date I didn’t receive reply from any CEO except chief education officer (CEO) Srinagar. As per the Act, the information should be provided expeditiously,” Bhat said.

Bhat, who is also the chairman of J&K RTI movement, has sought information regarding the lavatory and washroom facilities in schools as well as details about schools having proper electricity connection, fencing and drinking water facilities across Kashmir.

The DSEK has forwarded the application to the chief education officers of Kashmir districts for providing the details sought.

However, the appellant was not provided any of the requested information until Oct 22.
